Animal Control
My goal is to provide humane care for lost, injured, and abused animals, protect the community from stray or aggressive animals, and promote responsible pet ownership. The mission of the City of Hesperia is to balance the health, safety, and welfare of both the people and animals within our city.
Building and Safety
The Building and Safety Division is committed to enforcing building codes and standards adopted by the State of California and the City of Hesperia for both residential and commercial structures.
City Clerk
The City Clerk’s Office serves as the official record keeper for Hesperia, supporting the City Council and other city entities. It manages City Council agendas, publishes legal notices, records minutes, and handles City elections, FPPC filings, public record requests, and lawsuits. The office also oversees the Records Management Program, ensuring proper document storage, retention, and destruction, while using electronic systems for efficient retrieval and preservation.
City Manager
The City Manager, appointed by the City Council, is responsible for the daily operations of the City government. The City Manager duties includes key departments such as the City Clerk, Emergency Preparedness, Environmental Programs, Legislative Affairs, and the Public Information Office, ensuring efficient city management and communication.
Code Enforcement
The Code Enforcement Department ensures a safe and healthy community by enforcing the City of Hesperia Municipal Code. Its goal is to achieve compliance while educating citizens about local and state laws. The department participates in programs like the Rental Housing Business License & Inspection Program, Residential Truck Parking Permit Program, and the Tobacco Retailer License Program. Community Relations
The Community Relations department manages various resources and programs for the City of Hesperia. These include Emergency Preparedness, Environmental Programs, Legislative Affairs, and communication through the Public Information Officer. The City is also represented by its mascot, Josh the Joshua Tree Boy, symbolizing local pride and engagement.
Development Services
The Development Services Department is responsible for overseeing all publicly-constructed facilities and special projects involving outside agencies. The Director of Development Services manages several key divisions, including Code Compliance (Code Enforcement), Community Development (which includes Building and Safety and Planning), Engineering, and the Public Works Division. These areas work together to ensure the effective development and maintenance of the city’s infrastructure.
Economic Development / Redevelopment
The Economic Development Department promotes investment and growth in Hesperia through business attraction, retention, and expansion efforts. It oversees real estate functions, manages the Hesperia CDBG and Community Assistance Programs, and develops incentive programs. The department also focuses on affordable housing, job creation, and workforce development, while supporting initiatives like grant writing and infrastructure improvement. Its goal is to enhance the Hesperia economy and overall quality of life.
Emergency Preparedness
The Emergency Preparedness Program in Hesperia helps residents and businesses prepare for unexpected emergencies. It provides resources from key agencies, including CalOES, FEMA, the Department of Homeland Security, and the National Weather Service, to support planning and readiness. The program ensures the community can respond effectively to emergencies and recover more quickly.
Engineering
The Engineering Department manages development projects related to public infrastructure, including roads, water and sewer systems, drainage control, and traffic signals. It also handles the planning, design, and construction of infrastructure projects within the City of Hesperia Capital Improvement Program. Additionally, the department maintains records of public infrastructure, such as maps and plans, for use by other departments, agencies, and the public.
Environmental Programs
The Environmental Programs Department promotes recycling, waste management, and conservation efforts in Hesperia. It offers resources for proper disposal of items like appliances, electronics, and chemicals, while encouraging water and energy conservation. The department ensures compliance with state and federal regulations through public events, presentations, and outreach.
Finance
The Finance Division manages the City of Hesperia, short- and long-term financial functions. Key responsibilities include developing financial policies and plans, coordinating the Annual Budget and Capital Improvement Plan, monitoring City revenues and expenditures, managing City debt, and providing financial analysis for citywide projects and employee negotiations. The division ensures fiscal responsibility and provides regular reports to the City Council.
Fire
Fire and emergency services for the City of Hesperia are provided by the San Bernardino County Fire Protection District. As a community-based, all-hazard emergency services provider, they are dedicated to delivering the highest level of service efficiently and cost-effectively. Human Resources / Risk Management
The Human Resources/Risk Management Department ensures that the City of Hesperia hiring practices comply with Federal and State laws, promoting equal employment opportunities. It manages employee health insurance, benefits, and workers compensation, while overseeing City insurance policies and liability claims. The department coordinates employee safety training, ensuring compliance with OSHA and ADAAA regulations, and handles collective bargaining negotiations, administering MOUs related to salaries, benefits, and policies.
Information Technology
The Information Technology Division in Hesperia provides essential computer and communication services to all City departments, including Police and the Water District. Services include managing the City of Hesperia telecommunications systems, computer networks, servers, and workstations. The goal of division is to collaborate with all City departments to ensure technology needs are met and that systems are effectively utilized to support the overall mission.
Management Services
Management Services oversees the divisions of Finance, Human Resources/Risk Management, and Information Technology, all of which play a vital role in supporting and enhancing Citywide operations. Planning
The Planning Department oversees the City of Hesperia General Plan, guiding development for the next 20 years. It ensures that projects comply with the City of Hesperia development standards and state regulations, helping preserve the environment and enhance quality of life. The department collaborates with other City divisions to ensure new developments have proper infrastructure and provides zoning and land use information to property owners, developers, and professionals.
Police
The Hesperia Police Department consists of 58 sworn law enforcement personnel, including one captain, one lieutenant, seven sergeants, five detectives, and 44 deputy sheriffs. Additionally, 20 professional staff members handle administrative and technical duties. Since 1988, the City of Hesperia has contracted with the San Bernardino County Sheriff Department for police services. The law enforcement department activities include patrols, traffic enforcement, gang and vandalism investigations, and advanced investigations. Public Information Office
The Public Information Office in Hesperia is responsible for distributing information on behalf of the City through various channels, including the Horizon Quarterly Newsletter, the City website, social media, advertisements, special events, and responding to media inquiries. The City maintains an open policy with the media.
Public Works
The Public Works Division, part of Development Services, is responsible for operating and maintaining the infrastructure and facilities on City property and rights-of-way in Hesperia. The division ensures that these services are delivered in alignment with the mission and goals established by the City Council.
Purchasing
The Purchasing Section ensures that the City of Hesperia acquires quality goods and services at the best value. Responsibilities include overseeing the competitive bidding process, selecting suppliers, managing contracts, and serving as the central contact for vendors. The City aims to purchase supplies, services, and equipment at the lowest cost while maintaining the necessary quality to meet its needs, ensuring taxpayers receive maximum value.
Water
The Water Division in Hesperia oversees water extraction, distribution, and infrastructure maintenance. The Water Production Division extracts potable water and maintains pumps and equipment, while the Water Distribution Division repairs and installs underground water lines and meters. The Water Pipeline Division replaces aging water mains and hydrants. The Sewer/Stormwater Division ensures sewer lines and storm drains are maintained and debris-free. The Customer Service/Meters Division reads meters, manages meter repairs, and addresses customer service requests.
Water / Sewer Billing
The Hesperia Water District is dedicated to providing excellent service to the community. For assistance with your water and sewer account, including starting or stopping service, reading or paying bills, disputing charges, or understanding water rates and fees, you can fill out an online form. Additional information is available on water conservation, water quality, rental property requirements, and dealing with water shutdowns or leaks. Resources include recycled water rate schedules and fire flow requests. The District also follows SB 998 for the discontinuation of residential water service for non-payment.
